Strategy and Collaborative Effectiveness

Beginning in 2025, Sangfroid Strategy partnered with the Stable Housing Collaborative (SHC) to support a focused strategy and action planning process aimed at strengthening governance, decision-making, and collective effectiveness across the Collaborative. At a moment of growing urgency around housing stability and cross-sector coordination, this work centered on understanding current dynamics among SHC stakeholders, surfacing barriers to progress, and clarifying roles, expectations, and structures needed to move from coordination to action. Sangfroid Strategy led a participatory assessment process that included document review, an organizational survey of Collaborative members, and one-on-one interviews with Steering Committee leaders to capture diverse perspectives on engagement, power dynamics, and alignment. Building on these insights, Sangfroid facilitated a series of structured working sessions to reset governance norms, clarify decision-making authority, and translate shared priorities into a short-term, actionable plan. The engagement emphasized inclusion, accountability, and practical implementation—equipping the Collaborative with clear agreements, tools, and an action framework to support sustained progress toward shared housing stability goals.
